In this volume, the authors offer critical historical and forward-looking analyses of global governance and propose reforms for more accountable, transparent, and participatory global governance. They advocate for an institutional architecture capable of regulating globalization in a manner that balances economic efficiency with social equity.

The authors emphasize the concept of multi-level governance, stressing the importance of regional governance as a bridge between local and global spheres. A central argument of the book is the weak legitimacy of global governance and the necessity of enhancing its legitimacy through greater participation by both state and non-state actors, strengthening the role of statehood and democratic politics, and prioritizing the public interest over private or corporate interests.
