- BOOK REVIEW My formal association with Kashmir affairs started with my posting there as head of Government of India`s Special Bureau form 1993 to 1995 (the worst days of militancy) and it continued till I finally retired from government service in 2005.
- One of the first trends noticed was the targeted destruction of hundreds of government schools in the rural areas by the Jama’at e Islami backed Hizbul Mujahideen cadres and establishment of Jama’ati Madrasas with the view to ensuring that the traditional Sufi culture of Kashmir, is banished from the land. The cadres were those days described as ‘highly brainwashed’. With the coming of Taliban in Afghanistan, the freshly inducted militant were ‘upgraded’ as ‘highly indoctrinated’.
- Both these descriptions have now replaced by ‘radicalised’ cadres, particularly after the emergence of AQ and ISIS. So, currently, the security discourse, not only in Kashmir but in other parts of the country and the region, centers on radicalisation, counter-radicalisation and de-radicalisation.
- Based on my own experience of decades in dealing with this issue, I find his conclusions and recommendation very relevant and timely and hope that this would encourage young scholars and even experts in the field, to further build on his efforts to create better understanding of one of the most serious challenges facing our society. I commend his initiative.
