Despite the existence of special protective laws, such as the Protection of Civil Rights Act, 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, Dalits continue to suffer from caste-based untouchability and atrocities. While many incidents go unreported, even the cases filed under these laws often end in acquittals.

The author examines the reasons behind these acquittals by analyzing empirical data collected from victims, accused, police, NGOs, judiciary, and others involved in over 15 acquitted cases. The book moves beyond the usual reliance on government data and presents qualitative data to reveal the factors contributing to these injustices. It not only critiques the ineffectiveness of the system but also provides recommendations for better implementation of protective laws and safeguarding the interests of Dalits in the long term.

About the Author:

A. Ramaiah is a seasoned academic with over 13 years of teaching and social science research experience. He currently serves as Reader in the Unit for Social Policy and Social Welfare Administration at the Tata Institute of Social Sciences, Mumbai. His research interests include Dalits and globalization, state and civil society responses to Dalit issues, and social welfare administration. He has published several articles in academic journals and books.
