About the Author


Toshi Yoshihara is Assistant Professor in the Strategy and Policy Department at the U.S. Naval War College and formerly served as a visiting professor at the U.S. Air War College. He is the co-author of Chinese Naval Strategy in the 21st Century: The Turn to Mahan (forthcoming 2007).

James R. Holmes is Senior Research Associate at the University of Georgia Center for International Trade and Security. A former naval officer, he served in the engineering and weapons departments in the battleship Wisconsin, taught at the Naval War College, and is a combat veteran of Desert Shield and Desert Storm. He is the author of Theodore Roosevelt and World Order: Police Power in International Relations (2006 paperback, 2007) and the co-author of Chinese Naval Strategy in the 21st Century: The Turn to Mahan (forthcoming 2007).
