About the Author:
Dr. Rakesh Hooja, Ph.D., is a former Indian Administrative Service officer who served both the Government of India and Government of Rajasthan. His final assignments included roles such as Additional Chief Secretary (Training) and Director at the HCM Rajasthan Institute of Public Administration, and Chairman of the Board of Revenue for Rajasthan. He has authored/edited over 30 books and numerous scholarly articles and currently serves as the Director of the Indian Institute of Public Administration, New Delhi.

K.K. Parnami, the co-editor, is the Publication Officer at HCM Rajasthan State Institute of Public Administration and has contributed significantly to national journals and editorial work.
